Y.S.C.C. Yokohama were restarting play with a goal kick. The goalkeeper passed to a team-mate on their left, and that defending player handled the ball inside the penalty area. The referee judged this to be a handball offence and a penalty kick was awarded to Azul Claro Numazu.

How the footage and Laws apply

Watching the replay, the Y.S.C.C. Yokohama goalkeeper appears to take the kick with the ball fully stationary inside the goal area. If it is accepted that the ball was correctly placed within the goal area and completely at rest, the restart was taken correctly. In that case the ball was already in play by the time the team-mate received it, and, as that team-mate then handled the ball inside the penalty area, a penalty kick is awarded for a handball offence. It is precisely because incidents like this are rare that they can be missed. Match officials, however, have to judge fairly and impartially, and must decide on the basis of what actually happened, without taking the score or the state of the match into account. The referee did not take their eyes off the restart of the goal kick and kept watching with full concentration, and this led to the correct decision; that too makes the scene a valuable example.
