What to look at in this scene is the referee's movement. The first thing the referee probably considered, at the point where Nagano's No. 15 had the ball on the right, was a through ball to the two players up front. The referee kept those two within their field of vision and took steps, so as to be ready whenever such a through ball was played. No. 15 then carried the ball forward, which reduced the likelihood of the through-ball option. What the referee is likely to have considered next was a switch to the left. A player was free and calling for the ball on the left, and there was also a large amount of space there. The referee turned their head to check this as well, and took steps in anticipation of a switch to the left. The anticipation proved wrong, however: what was actually chosen was a pass to a player making an inside run on the right. The referee changed focus immediately to what was happening inside the penalty area, adjusted their position as they ran, and in the end watched the finish from the best position. What matters here is that the referee is constantly moving on the basis of expectation and anticipation. On this occasion none of that anticipation proved correct, but a referee has to keep turning their head to take in the situation, has to know the options open to the players, and has to decide their own position on that basis. I think it is a very difficult thing to do. Look first at the receiver, then at the ball, then check the passer, and anticipate the next piece of play. This is a very valuable scene from which that process can be learned.
